Municipal Income Management System (MIMS)
MIMS is a multi-tier web-based application, designed for the municipal administration. MIMS is an information system for management and monitoring of local fees and taxes revenue. It allows:
- Reception and processing of all types of declarations on Local Taxes and Fees Act (LTFA);
- Monitoring and control of revenue from all types of taxes and fees, as defined by the LTFA:
- Registration of payments on liabilities;
- Calculation of abatements on the debts, upon full payment of debts ahead of schedule;
- Payment of debts in installments as defined by LTFA;
- Forming and printing of income receipts about payments;
- Registration of bank transactions on payments of liabilities;
- Preparation and printing of notices for due taxes and fees, and electronic notification of debtors;
- Over 25 types of inquiries for tax subject, tax object, revenue from taxes and fees for a particular time period, inquiries for overdue payments and interests, etc;
- Flexible ways for payment of debts and registration of the payments in the MIMS and in the accounting system of the Municipality;
- Data migration of the existing information system for local taxes and fees of the National Revenue Agency to the MIMS;
- Calculation and prognostic inquiries about revenues from local taxes and fees based upon different parameters.
- Module for formation of penal ordinances and fines upon ascertainment of infringements on LTFA.
- Extra modules – the following could be added to the basic functionality of the system in case need and willingness on the part of the Municipal administration exist:
- Submitting of declarations via the Internet – the module gives the opportunity to tax-liable persons with a valid electronic signature to submit declarations on LTFA via the Internet.
- Payment of liabilities through eBG.bg – The module gives the opportunity for payment of liabilities through the electronic payment and services portal eBG.bg and their registration in MIMS.
